The neoliberal economic system has obliged developing countries to implement structural reforms that condition the exercise of one of the State's primary obligations: procuring the social wellbeing of the population. Security in areas like education, healthcare, housing and work, among others, has been deeply affected by these reforms. In the case of healthcare, this right is now conditioned more by factors associated with the interests of international financial systems than by a perspective based on human rights. The response that Mexico's Health System has provided to people who live with HIV has been insufficient due to failures in the programs designed to prevent the spread of this disease and attend to ITS sufferers; initiatives constantly obliged to operate with inadequate resources.
