The objective of this article is to analyze the efforts made by the municipal administration community centers to favor the implementation of social programs originating from all three government levels. Its originality consists in analyzing the implementation of said programs from the municipal public server’s point of view as a social administrator and is limited to the social specificities, municipal structure, and the conjuncture moment that favored their development. This being a qualitative research, it used semi-structured interviews, focus groups, and documental analysis as methods. The results show that the applied administrative practices during the municipality’s administration, which was subject to the study, favored the implementation of social programs. The findings demonstrated positive points of view from the participants over the obtained results because they prioritized human ability implementation strategies over administrative abilities in administration tasks and acknowledged the complexity and dynamism of the social problems dealt with.
