The purpose of this paper is to present the preliminary results of research financed by the UNDP and the Interior Ministry of the Republic of Colombia. In this document, the “Public Policy Administrative Capacity Index” is presented as a measurement strategy for the administrative capacity of the mayor’s offices in 12 capital cities and 11 departmental governorships regarding two complementary fronts: the capacity for territorializing national policy that sets guidelines for the public management of human rights in gay, lesbian, bisexual and transgender social sectors, and the capacity to guarantee human rights in these social sectors.
