This article deals with the emergence, in the year 1935, of the National Council for Higher Education and Scientific Research (Consejo Nacional de la Educación Superior y la Investigación Científica, CNESIC) and with its development within the public policies of Lazaro Cardenas' government. Some historians tell that the creation of that Council was an answer to the problem caused by the National Autonomous University (today called National Autonomous University of Mexico, UNAM) and the control upon secondary education. The CNESIC in fact represent the first real initiative of the post-revolutionary government to formalize the relationships between education and science. However, as many other governmental actions this Council remained narrowly linked to the president's personal will. The CNESIC was reorganized three years after its creation under strong pressures and in a very difficult situation. After several achievements this governmental body finally disappeared, although it set a precedent in the process of the educational reform in Mexico.
