The integrating school emerges as an innovative option face to the old traditional and exclusively school and defines itself by its openness and acceptance without sex, age, social origin, economic situation, social or ethnic group, special learning needs students distinctions in the regular classrooms, whom were usually excluded or expelled from de normal schools. These article's purpose is to analyze, in the first place, the educational policies of the former governments towards the special education and its transit-backwardness towards the inclusive school and the way its been conceived the integrating education and the inclusive school in our country. In a second moment, we try to demonstrate the educational policy rotation towards the old special education conception against the excluded groups and the most social vulnerable population, in despite of a bigger equality, equity, economic, political, social, cultural and educative inclusion government statements. We conclude in a third moment, with an inclusive school renovated proposal.
