This is a description of how people use the public health services in Tijuana. The analysis is based on information from two surveys conducted in the spring of 1994 about the services provided by the medical centers of the Ministry of Health. One of the surveys includes information for 1 825 persons interviewed in the health centers. The other is a probabilistic survey of 487 households. The findings show a very high demand of general services. In spite of this and of the high number of women-in reproductive years that attend the health centers, the demand of the different reproductive health programs is regrettably low. There is an inefficient system of medical reference. And women perceived problems of information about services and in the communication between doctors and patients.
