The total opening of the bean (Phaseolus vulgaris L.) market is expected to increase imports of the black, light-colored, and pinto bean. In order to determine the policies, which could reverse the growing tendency of imports, a spatial and intertemporal equilibrium model was validated for each bean type. The results indicate that trade liberalization will place imports at 53.1, 37.6, and 18.9 thousand t for black, light-colored, and pinto beans. A reduction of 30% in transport and storage costs would have reasonable effects, diminishing bean imports by 12.6 thousand t. A diminution by 20% in production cost, and an increase by 10% in yields would reduce the foreign purchases to 105.2 thousand and 59.4 thousand t. The joint application of the previous policies would increase the national production of the mentioned varieties by 59.7, 48.4, and 20.0 thousand t, eliminating the imports.
