This article, the result of a postdoctoral research, examines the constitution of a development grammar in South America based on the physical integration experiences of IIRSA and Cosiplan during the period 2000-2015. A socio-semiotic reading is proposed, which assumes some elements of post-structuralist political analysis, to account for how the infrastructure discourse was anchored in sedimented ideas about development in the region and its possibilities of updating from physical integration. The study identifies, from a synchronous cut, two moments in the constitution of this grammar: from 2000 to 2007, a network of topical elements was articulated that instituted the founding moment of IIRSA under the neoliberal doxa; and a second moment, from 2008 to 2015, a repertoire of meanings is consolidated under the neo-developmentalist doxa through the Cosiplan experience, and produces an effect of legitimacy and legitimacy of a single way of saying and understanding development.
