Petróleos Mexicanos (Pemex) must meet timely, adequately and competitive fuel needs of Mexican economy and, moreover, generate the highest possible income oriented to promote national development. It is necessary, says the author, that Pemex recovers its financial health and growing potential and modernization. These issues urgently demand dealing with tax regime, regulations and self-management of the state-owned corporation.
