Based in the Mexican experience during the deregulation and globalization eras, the author explains the stabilizing role of central banks in financial markets of developed countries and the stabilizing policy of emergent countries. He analyzes the role of open market transactions -closely linked to financial and economic crises- in the Mexican financial system.
