Challenges to the Public Capacity in the Era of Evolving Public Administration and Government Reform

En el gobierno se han introducido nuevos paradigmas de administración pública con el propósito de remediar males administrativos en todo el mundo. En numerosos países se han imple-mentado también diversas trayectorias de reformas en el sector público. No obstante, el propósito de este artículo no es examinar el cambio de paradigma en la administración pública ni evaluar la reforma del sector público de Corea. Antes bien, este trabajo se concentra en analizar las consecuencias del cambio de paradigma de la administración pública y la reforma del gobierno, porque el autor observa que la capacidad pública ha disminuido o, al menos, no ha mejorado, mientras se llevaba a cabo una amplia gama de innovaciones en muchos gobiernos desde la perspectiva de la nueva gestión pública (NGP) y la gobernanza. En consecuencia, este artículo observa primero la evolución de la administración pública, para pasar a un análisis de la reforma del gobierno y sus consecuencias, así como del cambio de gobernanza en Corea del Sur. Después profundiza en diversas cuestiones relativas a nuevos desafíos, como la falta de capacidad pública, y nuevas tareas, como la capacitación y la necesidad de desarrollar el currículum; finalmente, presenta las conclusiones.

New paradigms of public administration have been introduced in government in order to cure administrative ills around the world. Various trajectories of public sector reforms have also been actively introduced in many countries. The purpose of this paper is, however, neither examining the paradigm shift in public administration nor evaluating Korean public sector reform.
Instead, the focus of this paper is to deal with the consequences of the paradigm change of public administration and government reform because the author sees that the public capacity has declined or at least not improved while a wide range of innovations have been carried out in many governments under the NPM and governance perspectives. Accordingly, this paper first looks at the evolution of public administration, followed by discussion of government reform and its consequences, and governance change in South Korea. Then various issues on new challenges such as the lack of the public capacity, and new tasks such as capacity building and calls for curriculum development will be elaborated, followed by conclusions.
