The central purpose of this study is to detect the dynamics of the process of learning and teaching English as a foreign language in the basic education of youth and adults. The research has a qualitative focus framed by narrative. Content analysis was used to study the collected data. The results show that the pedagogical strategies employed to teach English are linked to traditional methods that emphasize the development of routine didactic activities supported by the nation's official language. Limited didactic resources are included and school infrastructures are underutilized.
