This article presents the results of discourse analysis centered on the actions of education and communication contained in Mexico City’s climate change program 2014-2020 (PACCM), a governmental response to the problem of climate change. The findings reveal the prevalence of a purely informative connotation in the program’s actions of education and communication. The consequence is weak social participation that inhibits individual entitlement and limits dialog, discussion, and decision-making. The article concludes by offering lines of analysis and discussion that attempt to broaden debate on the topic; they attach new significance to discourse, as well as to certain criteria and proposals for designing activities in environmental education and communication that are oriented to prevention, mitigation, and adaptation with regard to climate change in our context.
